The Export-Import Department (MOIT) or authorized provincial agencies will handle C\/O issuance, a crucial document that enables enterprises to enjoy tariff preferences under free trade agreements (FTAs), thereby reducing costs and enhancing the competitiveness of Vietnamese goods internationally.<\/span><\/p>\n<p style=\"text-align: justify;\" data-start=\"2100\" data-end=\"2371\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">In addition, the decision revises and supplements 35 existing administrative procedures, mainly concerning C\/O issuance for preferential forms like D, E, AK, CPTPP, RCEP, EUR.1, and specific forms like ICO for coffee exports or DA59 for goods exported to African markets.<\/span><\/p>\n<p style=\"text-align: justify;\" data-start=\"2373\" data-end=\"2634\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Importantly, procedures related to reissuing C\/Os, supportive C\/Os, or approval of self-certification of origin within ASEAN have also been updated to meet the increasingly diverse and complex needs of businesses in today\u2019s fast-changing global trade landscape.<\/span><\/p>\n<h3 style=\"text-align: justify;\" data-start=\"2636\" data-end=\"2683\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">DIGITIZATION AND FASTER PROCESSING TIME<\/span><\/h3>\n<p style=\"text-align: justify;\" data-start=\"2685\" data-end=\"2913\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">A major highlight is the standardization and digitization of the C\/O issuance process through the eCoSys electronic management system. Businesses are encouraged to submit applications online, reducing paperwork, costs, and time.<\/span><\/p>\n<p style=\"text-align: justify;\" data-start=\"2915\" data-end=\"2985\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">According to MOIT, processing times have been significantly shortened:<\/span><\/p>\n<ul style=\"text-align: justify;\" data-start=\"2987\" data-end=\"3155\">\n<li data-start=\"2987\" data-end=\"3049\">\n<p data-start=\"2989\" data-end=\"3049\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">6 working hours for complete, valid electronic applications;<\/span><\/p>\n<\/li>\n<li data-start=\"3050\" data-end=\"3097\">\n<p data-start=\"3052\" data-end=\"3097\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">2 working hours for valid paper applications;<\/span><\/p>\n<\/li>\n<li data-start=\"3098\" data-end=\"3155\">\n<p data-start=\"3100\" data-end=\"3155\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Maximum 24 working hours for applications sent by post.<\/span><\/p>\n<\/li>\n<\/ul>\n<p style=\"text-align: justify;\" data-start=\"3157\" data-end=\"3354\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">This reform is especially meaningful as businesses need to respond swiftly to international market demands while improving transparency and minimizing corruption risks in administrative procedures.<\/span><\/p>\n<h3 style=\"text-align: justify;\" data-start=\"3356\" data-end=\"3407\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">OPPORTUNITIES AND CHALLENGES FOR BUSINESSES<\/span><\/h3>\n<p style=\"text-align: justify;\" data-start=\"3409\" data-end=\"3682\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Decision 1845\/QD-BCT opens new opportunities for businesses: faster access to tariff preferences, reduced legal risks, and enhanced international credibility.
